Kemal Karpat, Türk anne ve babanın oğlu olarak Romanya'da doğdu. İstanbul Üniversitesi'nde hukuk alanında lisans eğitiminin ardından Washington Üniversitesi'nde siyâsî bilimler alanında yüksek lisans eğitimini tamamladı. New York Üniversitesi'nden doktor ünvânını aldı.

Daha sonra bir müddet Birleşmiş Milletler Ekonomik ve Sosyal Konseyi için çalıştı. Aralarında New York Universitesi, Montana State University – Bozeman, Princeton University, Bilkent Üniversitesi, Ortadoğu Teknik Üniversitesi, Ankara Üniversitesi, Harvard University, Johns Hopkins University, Columbia University, École des Hautes Études en Sciences Sociales (EHESS) ve University of Washington olmak üzere birçok önemli okulda ders verdi. Karpat yanı sıra Ottoman and Turkish Studies Association/ Osmanlı ve Türkçe Araştırmaları Birliği'nin ve Türkiye Araştırmaları Enstitüsü'nün de üyesidir.

1970 yılında University of Wisconsin–Madison'da profesör oldu. Aynı üniversite bünyesinde "International Journal of Turkish Studies" başlıklı 6 ayda bir yayımlanan akademik derginin yayın yönetmenliğini yaptı. Burada Middle Eastern Studies/ Ortadoğu Araştırmaları Merkezi'nin yöneticiliğini yapan Kemal Karpat, Central Asian Studies Society/ Ortaasya Araştırmaları Cemiyeti'nin de kuruculuğunu yapmıştır.

20 ülkede yayımlanmış 130 makalesi ve 16 kitabı bulunmaktadır. Amerika'daki Türk Araştırmaları Cemiyeti'nin kurucusu ve başkanı, Orta Asya Cemiyeti'nin (ACAS) kurucusu.İstanbul Şehir Üniversitesi tarih bölümünde profesör ünvânıyla ders vermiştir. 20 Şubat 2019 tarihinde ABD'nin Winconsin eyaletinde hayatını kaybetti. Cenazesi Fatih Camii Haziresi'ne defnedildi.

The grand narrative of The Young Turk Legacy and Nation Building is that of the essential continuity of the late Ottoman Empire with the Republic of Turkey that was founded in 1923. Erik Jan Zürcher shows that Kemal's "ideological toolkit," which included positivism, militarism, nationalism and a state-centred world view, was shared by many other Young Turks.
